RECOMMENDATIONS
Partners Forum recommendations and guidance form a fundamental part of the governance process of the Stop TB Partnership. One clear objective of the 3rd Partners Forum is to develop clear and concrete recommendations which can contribute significantly to shaping the future of TB control. The Stop TB Partnership Coordinating Board, at its meeting in Tanzania(October 2008), advised that the 3rd Stop TB Partners Forum produce an "action oriented output document" in order to guide future development of the Stop TB Partnership and to accelerate progress towards delivery of the Global Plan to Stop TB (2006-2015). A progress report on the first three years of the Global Plan will be released at the Partners Forum.

Many partners are closely involved in planning and organizing key sessions and meetings at the 3rd Stop TB Partners Forum. Any output document must be relevant, useful and "owned" by all partners because any statements/calls for action or recommendations that are made can only be delivered and achieved together.

The Steering Committee for the Partners Forum proposes to request/allow each meeting on the official programme of the 3rd Stop TB Partners Forum to submit up to 3 recommendations that will give guidance to the Coordinating Board, Working Groups, Constituencies, Secretariat and other partnership bodies on actions required to address the concerns and priorities of Stop TB Partners for the coming period (up to 2015).

*Recommendations should be SMART
*Recommendations should contribute towards accelerating
*progress in implementation of the Global Plan to Stop TB (2006-2015).
*Recommendations must be submitted to the Forum Secretariat in the format noted on the website by 16.00 Wednesday 25th March 2009.

WHAT HAPPENS TO THE RIO RECOMMENDATIONS?
All Rio recommendations will be published online as the "outcome document" of the 3rd Stop TB Partners Forum.

Throughout the month of April 2009 partners, particularly those unable to participate at the 3rd Stop TB Partners Forum, will have the opportunity to make comments on the recommendations through an online wiki/blog.

Once finalized, recommendations will be forwarded to the Executive Committee and Stop TB Partnership Coordinating Board for consideration and implementation as appropriate.

SMART RECOMMENDATIONS
It is requested that all Partners follow the SMART approach when framing their recommendations. Given the complexities of what might initially seem a simple task, below please find practical guidance which may be useful.

Specific:
Each recommendation/form should address one specific issue only. Each may also propose one or more specific actions but these should each be clearly defined and separated using bullet or number points.

Measurable:
The recommendation should be designed in such a way as to make evaluation as easy as possible.

Achievable:
Any recommendation should seek to be feasible/reasonable. Consider the issue of financial resource availability. Alternative or additional actions that might produce the desired results more easily or reinforce the results can and should be considered.

Results-oriented:
The actions suggested in the recommendation should be designed to lead to a concrete result. This desired "result" may be implicit in the recommendation or
concretely defined.

Time-bound:
Including a realistic time-frame for implementation assists the Secretariat and implementing partners in prioritising their response, increases pressure for action and enhances accountability. We are working on a short-, medium- and longterm framework but you can express the timeframe in terms of weeks, months or years.
