The joint WHO ILO UNAIDS policy guidelines for improving health workers'
access to HIV and TB prevention, treatment, care and support services
Directives conjointes OMS/OIT/ONUSIDA sur l’amélioration de l’accès des
personnels de santé aux services de prévention, de traitement, de soins et
de soutien pour le VIH et la tuberculose
Directrices de política conjuntas OMS-OIT-ONUSIDA sobre la mejora del acceso
de los trabajadores sanitarios a los servicios de prevención, tratamiento,
atención y apoyo en relación con el VIH y la tuberculosis
The health sector is responsible for the prevention, diagnosis, treatment
and care of illness and can contribute to reducing stigma and discrimination
in the context of health services. Countries must protect the health and
rights of their health workers by optimizing their working conditions. By
protecting health workers, countries would ensure that those providing
health services are themselves healthy. This will in turn facilitate
people’s rights of access to quality health services. These new guidelines
address:
1. National policies, including rights, legislation and social protection
schemes
2. Workplace actions, including workplace polocies, programmes and trianing
3. Budget, monitoring and evaluation involving national and work place
coordination
The guidelines are based on the respect for:
- workers' rights and human rights
- gender equity
- primary prevention
- effectiveness and efficiency
- involvment of people living with HIV, TB, or both
- active participation of health owrkers, their reprensetantatives and their
employers
