Dear all,

On 20 May 2010, the Global Fund has launched its Round 10 Call for Proposals.
The deadline for submissions is 20 August 2010.

This Round is of vital importance to civil society as it includes many aspects
of relevance for affected communities and non-governmental organisations.

It is crucial that civil society organizations thoroughly read through the Round
10 documentation and actively use it while working with national stakeholders on
developing proposals.

Below are several points of interest featured in Information Notes.

All information notes are available at

Dual Track Financing

The Global Fund recognizes that civil society and the private sector can, and
should, play a role in the development of proposals and the implementation and
oversight of grants at the country level. The Global Fund recommends dual-track
financing as the routine inclusion of proposals with both government and
non-government implementers as part of its commitment to strengthening the role
of civil society and the private sector in the processes of the Global Fund.

Community Systems Strengthening

Community systems strengthening (CSS) is an approach that promotes the
development and sustainability of communities and community organisations and
actors, and enables them to contribute to the long-term sustainability of health
and other interventions at community level.

Harm Reduction

The Global Fund supports evidence-based interventions aimed at ensuring that
people who used drugs have access to HIV prevention, treatment, care and
support. This includes the "comprehensive package for the prevention, treatment
and care of HIV among people who inject drugs" as defined by WHO, UNODC and
UNAIDS, as well as other interventions such community outreach and peer-to-peer
work, advocacy and ensuring a supportive environment, improvements to
epidemiological surveillance systems and research, overdose prevention.

Sexual Orientation and Gender Identities (SOGI) Strategy

The Global Fund's SOGI Strategy encourages all partners at country level to
strengthen their focus on the HIV-related vulnerabilities of people who are
marginalized due to sexual orientation, gender identity, or consensual sexual
behaviours.

Dedicated Reserve for Round 10 HIV/AIDS Proposals for Most At Risk Populations
(MARPS)

The Board of the Global Fund created a dedicated reserve for funding HIV
proposals which will focus only on most at risk populations (MARPs). This
reserve of a maximum of USD 75 million over two years (USD 200 million over five
years) is only for Round 10.
