Single Health Professional Councils - are they a good idea?

Dear GANM members
 
I am working in several African countries where the governments have recently made a choice to combine health professional councils into one ACT and each profession has a Board. Nursing/midwifery is somewhat concerned about this, and the question of who sets standards for the profession.
 
Have other countries had experience with this approach? Has it been positive or not so positive? I think I have read something on this website regarding the topic, and would appreciate being directed to the material, or people sharing their experience. Thank you,
