Dear Dieudone,

The current Telehealth done in Rwanda are much more tele-education using
case presentation between Rwanda hospitals and abroad countries and this is
a very good start as change management strategy.

Another potential area you may look in is to identifier the unavailable
services in remote areas which can be done via telemedicine. Several
patients’ transfers’ issues need to be documented so that telemedicine
services will be introduced to solve real problems.

The deficit in some specialties in some rural areas can be solved via
telemedicine also consider introduce telemedicine service in health
insurance schemes. With the current 21st technologies tools many health
services can be done via telemedicine with healthcare providers

As far as infrastructure a lot has been done on district hospitals level
what is needed is a proper implementation plan and change management
strategy and identify the best infrastructure to reach health centers

Using telemedicine can bring health care services in all remote service in
developing countries and the population in those countries has also the
right to get quality health care services

Just in case you hadn't seen this, it was a panel on telemedicine and
didn't projects. There wasn't a specific mention of Rwanda, but it might be
useful.
