Panel Sessions:

Ethics, Privacy, and Security Challenges of Using Mobile Technologies in Health and Health Research:

Panelists will discuss ethical, security and privacy issues that arise from using mobile technologies to transmit health information and data for health research and health service delivery. This session will highlight challenges that are particularly relevant in low-resource settings in the U.S. and globally, such as implications of shared ownership of phones and social norms that impact access and control of information transmitted via mobile technologies. Panelists will also speak to the environmental and public health impacts of cell phone waste. In addition to addressing cultural and national differences in notions of ethics and security, panelists will discuss long-term technical and practice strategies that can meet these challenges.

Building Capacity and Collaborations to Effectively Harness Mobile Technologies for Health:

To ensure that programs that utilize mobile technologies to improve health are locally relevant, effective and sustainable, related research and health capacity must be strengthened at all levels of a country's health system. Mobile technology strategies to improve public health demand unique physical infrastructure as well as dedicated personnel. The panel will discuss why robust capacity at multiple levels is critical, what other parts of the health system need to be in place and functioning, and strategies for building this capacity. Furthermore, both technical and programmatic innovations must be supported and valued at the local level, and development in partnership with local partners is ideal. Therefore, the panel will explore various models of collaboration across and within sectors and between countries to strengthen local capacity and implement programs effectively.
Vision for the Future:

In looking to the future, panelists will speak to the promise of mobile technologies to transform the way in which health research is conducted, health providers and patients are educated, and health services are delivered. They will articulate the next big questions, opportunities, and challenges that lie ahead, and how innovative partnerships across sectors can effectively harness mobile technologies to help to improve public health in the U.S. and worldwide. Lessons learned, unanswered needs, and emerging technologies will inform the view to next steps.


Case Studies Presentations:

I. Public Health Education

 * Mobile technologies as delivery tools for health and science education and training targeted towards scientists, healthcare providers, and/or patients
 * Sample presentation focus:

 * How mobile technologies have delivered educational or training content to individuals in universities, hospitals, community-based
clinics, and/or schools.
 * Such educational content could be educational software and educational web materials, journals, technical information, and/or public
health information.

II. Remote Data Collection and Surveillance

 * Potential of mobile technologies to transform the way in which clinical, epidemiological and surveillance research is conducted.
 * Sample presentation focus:

 * How mobile technologies, in combination with other devices (e.g., sensors) and technologies (e.g., cloud computing), can enhance the ability for researchers to capture, store, analyze, manage and present data, including GIS data
 * The role of mobile technologies in analyzing contact patterns, migration trends, environmental characteristics and vector
populations as they relate to disease transmission
 * How research using mobile devices could lead to the development of early detection and warning systems to address potential
disease outbreaks.

III. Point of Care Diagnostics and Remote Patient Monitoring

 * In low-resource settings around the world, low-cost technologies are needed to reach underserved populations remotely or at the
"point of care".
 * Sample presentation will focus on the utilization of mobile technologies to:

 * Provide timely and appropriate treatment to patients;
 * Optimize prescribing of drugs;
 * Control the emergence of drug resistant pathogens; to raise early alerts of potential epidemic or pandemic disease;
 * Monitor individual patients for healthcare purposes; remote monitoring for research purposes including the assessment of
monitoring for adverse events and safety as well as for efficacy
 * Facilitate assessment at a population level for effectiveness of e.g., vaccine or other public health interventions.

IV. Healthy Behavior Change and Wellbeing Promotion

 * Case studies in this category would provide examples of implementation research and impact evaluations, which are critical to assess the health impact of mobile
technologies and their utility as tools for behavior change.
 * Sample presentation focus:

 * How rigorous research must be integrated into the design and rollout of mobile health interventions (such as SMS messaging) to determine what works, what doesn't work and why in particular communities.
 * The need for multi-disciplinary teams to address contributions of anthropology, behavioral sciences, education, communications, and economics.
 * The pros and cons of mobile communications replacing face-to-face interactions between patients and providers and how such technologies might in fact enhance relationships between patients and providers.
 * Behavior change interventions in this category can be targeted towards patients, providers or both.
 * Decision support

WASHINGTON, DC--(Business Wire)-- The Foundation for the National Institutes of Health (FNIH) announces keynote

speakers for the upcoming 2009 mHealth Summit to be held October 29 and 30,

2009, at the Ronald Reagan Building in Washington, D.C.



Confirmed keynote speakers include: Kathleen Sibeleus, Secretary of Health and Human Resources (HSS); Dr. S. Francis Collins, newly appointed Director of the National Institutes of Health (NIH); Dr. Thomas R. Frieden, Director of the Centers for Disease Control and Prevention (CDC); Ambassador Elizabeth Frawley Bagley, Special Representative for Global Partnerships, U.S. Department of State; Ambassador Eric Goosby, Coordinator, U.S. Global AIDS, Dr. Agnes Bionagwaho, the Executive Secretary of Rwanda's National Commission to Fight AIDS, and Dr. Roberto Tapia-Conyer, Director General of the Carso Health Institute of Mexico.



The two-day mHealth Summit, hosted by the Foundation for National Institutes of Health, is the first summit to bring together more than 700 experts in mHealth who are focused on exploring the use of mobile technologies to strengthen public health care delivery, biomedical research to transform healthcare in the U.S. and the developing world.



Partners in the mHealth Summit are at the forefront of the fight for greater global health solutions. They include: Microsoft Research, National Institutes of Health, Robert Wood Johnson Foundation, Rockefeller Foundation, United Nations Foundation and Vodafone Foundation Technology Partnership and the World Bank.



Microsoft Research, the partnering sponsor of the summit, also serves as co-chair of the planning committee. This is the first time this diverse group will assemble for a cross-discipline collaboration





The mHealth Summit is the first event to bring together domestic and international researchers and policymakers with technology experts and visionaries to pursue the following objectives:



* Build a bridge between clinical and biomedical researchers with mobile and wireless technology experts for a unique cross-discipline collaborative effort;

* Identify and foster integration of mHealth solutions to meet public health challenges - particularly as it relates to improving the delivery of health care to underserved populations in the U.S. and in the developing world;

* Examine current policies regarding mobile health technologies and their use in reducing or eliminating domestic and global health disparities;

* Discuss and craft a vision for the integration of biomedical research with mHealth technologies moving forward.



A related event, "From Policy to Implementation," held the full-day preceding the summit will explore policy issues relating to mHealth. This is being organized with support from the World Bank, mHealth Alliance, and the Foundation for NIH.
