The Challenge


"......The world of healthcare is full of systems. Sometimes they are paper based, sometimes they are electronic. They are operated in different locations by different people for different purposes. While the ultimate goal might be improving health, the systems tend to be focused on generating reports, supporting healthcare workers, billing patients, and many other things. Sometimes the systems work with patient level data and sometimes they work with aggregated data and statistics. Most of the time these systems are unable to share information.

 

This results in a lot of data being collected and recollected, or transcribed by hand from printouts or registers, or simply never used. How can these systems be connected to work together?

 

"'Interoperability' means the ability to communicate and exchange data accurately, effectively, securely, and consistently with different information technology systems, software applications, and networks in various settings, and exchange data such that clinical or operational purpose and meaning of the data are preserved and unaltered."

 

Data interoperability among electronic systems can be facilitated by adopting international standards for messaging and content like HL7 and SDMX, and SNOMED, ICDx, and others, respectively. The use of data standards does not necessarily make for an effective M&E system. Is the right data being collected (indicator selection)? Is the data being used effectively (data use, monitoring and evaluation)? ....

 

 

What is this document?

 

This document gives policy makers, implementors, donors and other health information stakeholders tools and perspectives that will enable them to create effective and efficient national scale electronic health information systems.

 

Because every hospital, disease, country and indeed the individual using this document is different, it has been designed to be responsive to different needs.

 

Hence, it was not designed as a document to be read from beginning to end. Instead it is an extensively hyperlinked (cross referenced) document that encourages the user to follow a uniquely relevant path through the work. We have not tried to provide all of the answers - an impossible task given the wide range of situations - but instead raise important questions to consider and provide suggestions on how to arrive at the answers...."
