Implementation checklists for EMR deployment in developing settings?

Has anyone developed, adapted, or seen any checklists for implementing EMR systems in resource-constrained settings? For instance, is there a checklist that you or another organization created to guide or retroactively document the experience of preparing for and deploying an EMR system in a local setting? It would be great to share some of these resources in the community so that programs considering EMR adoption can get a sense of what to be thinking about pre-deployment and have the opportunity to learn from past mistakes and successes. There seem to be plenty of manuals and checklists related to installation, use, and/or adaptation of specific EMR software products, but I haven't come across anything that distills the various issues (e.g. electricity, hardware, HR support for the system, leadership, interoperability or integration with other existing systems, etc.)a program should consider when shopping different systems and ultimately committing to one -- even if it's just a Microsoft Access database.

Kenya now has Standards and guidelines for EMR systems implementation and section 3 of this documents describes in great detail what you need to consider before, during and after implementing EMR systems especially in resource constrained settings. We have applied this guidelines several times since publication and launch of this document. You can find the document here http://www.nascop.or.ke/3d/ - navigate to Programmes menu, then find the document under the M&E section: Its titled Standards and Guidelines for Electronic Medical Record Systems. ITECH Kenya has been involved in this process since the beginning and led the process to developing this document in collaboration with other development partners under the overall leadership of Kenya's ministry of health. Thanks very much for sharing the materials that NASCOP developed to guide implementation of EMRs in Kenya. The implementation plan is pretty specific, including details that seem obvious but could easily be overlooked, such as fire preparedness and sensitization of staff to anticipated workflow changes.
I also found a stepwise guide for designing and implementing a health information system at the national level: http://www.who.int/healthmetrics/tools/HISStrategicPlanningProcessGuidance_20.... This tool was developed by the Health Metrics Network (HMN) at the WHO in 2009.
Does anyone else in the community have a list of pre-, during, and post-implementation decision points and to-dos? If you don't have a formulated list but do have advice or experience you'd like to share, it would be great to hear your thoughts.
