About Grigory Volchenkov, MD
Dr. Grigory Vasilievich Volchenkov, is specialist in TB control on regional level and TB infection control and Head Doctor at Vladimir Oblast Tuberculosis Dispensary. He was born in 1962 in Murom, Russia. He graduated Ivanovo State Medical Institute, Russia, in 1985. He worked in Vladimir Cardiology Hospital as cardiologist, intensive cardiology care specialist and medical director in 1985 – 1999. In 1999 – 2002 he was working for Oblast Department of Health as a chief internal medicine specialist of Vladimir oblast. At that time he became responsible for TB and HIV control in the oblast. Since 2002 until now he is head of Vladimir Oblast Tuberculosis Dispensary and director of oblast TB control program.
In 2002 – 2003 he moved the dispensary to new building and implemented there intensive TB infection control program supported by CDC USA and WHO TB control program in Russian Federation resulted in substantial reduction of occupational TB among healthcare workers. Since 2008 Vladimir Oblast TB Dispensary became Center of Excellence for TB Infection Control for Russian Federation, supported by CDC, TB control program of WHO in Russian Federation and Central TB Research Institute (Moscow).
Grigory Volchenkov is author of several poster and oral presentations for IUATLD World and European Conferences in 2005 – 2010 dedicated to TB case finding, DRS, MDR and XDR TB epidemiology and TB infection control. He also coordinated and lectured in postgraduate courses on TB infection control in 2006 - 2010 Annual World IUATLD Conferences. He coordinated poster session on TB control in high burden countries in Cape Town IUATLD Conference in 2007. Since 2006 he implemented Green Light Committee approved MDR TB project in Vladimir oblast. TB Alliance included Vladimir Oblast TB Dispensary into the list of potential research and trial centers. Grigory Volchenkov is regional coordinator of multicenter international PETTS study. Dr. Volchenkov as a faculty participated in a Harvard University continuing education courses, Building Design and Engineering Approaches to Airborne Infection Control, held in Boston in 2008 – 2010.
Grigory Volchenkov was invited by WHO, FILHA, KNCV and other international organizations to lecture on TB infection Control in Amaty, Kazakhstan, Minsk Belarus, Tartu, Estonia, Ashgabat, Turkmenistan, Moscow, St. Petersburg, Petrozavodsk and other regional centers of Russia. As a TB infection control consultant Dr. Volchenkov conducted WHO technical assistance missions to Myanmar, Nepal, Tajikistan, Turkmenistan, Azerbaijan, Ukraine and other countries.

Regarding Ed's comment how complicated is calculating risk reduction by combining risk reductions from several interventions. We with Paul Jensen have experimentally shown by the evaluation of various environmental controls (presented in July 2008 Harvard TB IC Course) that their aggregate efficiency in combination does not equal to the sum of alone efficiencies. We have experience of 4 years 24/7 use of upper room shielded UVGI fixtures in TB hospital in Vladimir, Russia (designed by Paul Jensen, CDC). I believe with proper installation (you need UV-radiometer to do that) and inexpensive and easy maintenance, they HAVE to be used in resource limited settings. It is even more important for cold climate countries where we can not rely on adequate natural ventilation. Our study showed that our particulrar fixture ...
