Hi, How about trying out solar charged phones with in built micro solar panels,they are available in Kenya with a provider known as 'safaricom' and since the people already own handsets that require constant charging ,then it would be better to aquire the solar ones and avoid the hustle of seeking nearest charging stations. This cannot be better put I know in my District Mumias of Western province CHWS from Total health care group - they do trace the TB defaulters from the local dispensaries records and then reach them in their homes and teach them on importance of treatment and refer them back to health facilities for re-treatment.
