    Nathan, are you following the work of Nandan Nilekani and UIDAI (Unique Identity Authority of India)? This is the ex-head of Infosys, now working for the Indian government on a project called Aadhaar with UIDAI, rolling out unique IDs for millions, based on biometrics.     In response to Joachim: My experience in mHealth illustrated that certainly, funding is a major reason evaluations are not carried out more frequently. And I agree with Leo and Alvin. Additional reasons can include: 1. Within many organizations it is permissible to evaluate their own systems, but not external programs. 2. If it is to be evaluated, it is not universally clear what a 'successful' system means, as there is not a recognized set of ...
