I agree with Heather, and taking advantage if the asynchronous nature (read limited online connectivity) makes a lot of sense. There are a few open source mail servers that can be readily installed and deployed (any OS), and tweaking the retry and timeouts for mail delivery, one can build the appropriate connectivity infrastructure for a store-and-forward system.
